Individuals of ADB member countries who have appropriate authorization to legally reside and work in the country of the assignment but 
do not hold the nationality of that country may also be considered as national consultants.

Nationals and residents of developing member countries of the Pacific Department can apply, namely: Cook Islands, Fiji, 
Kiribati, Federated States of Micronesia, Republic of Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, 
Solomon Islands, Tonga, Tuvalu and Vanuatu.
